2. Objectives of the programme, priorities for 2010 and expected results
The objective of the programme in 2010 is to strengthen the involvement of civil society in the making and implementation of policies regarding human rights and democratic reform.
Priority areas tentatively include but will not be limited to freedom of expression-association-assembly-conscience-media; anti-discrimination; child rights; protection of human rights defenders.

3. Eligibility conditions
Applicant eligibility include being: (i) a civil society organisation, and (ii) non-profit making, and (iii) non-governmental, and (iv) directly responsible for the preparation and management of the action with partners, and (v) financially stable enough to ensure the continuity of the organisation throughout the project, and (iv) capable of managing activities of a scale corresponding with the size of the project for which a grant is requested.

4. Selection and award criteria
The evaluation will be carried out in accordance with the procedures set out in the Practical Guide to contract procedures for EC external actions

5. Maximum rate of European Union financing
90%

6. Schedule of calls for proposals
Local Publication of Restricted CfP is tentatively scheduled for the last week of April 2010 and first week of May 2010.
