INTRODUCTION

More than one year after the earthquake that affected 11 provinces in Southeastern Turkey where almost 14 million people reside.  Adiyaman province has made the least progress in terms of the pace of recovery of essential services. It is second to Hatay regarding the severity of needs, and worse off in relative progress in addressing those needs. It is the only non-metropolitan city of the most affected provinces, with limited available budget for recovery, and during the last months, it was reported the exit of most international stakeholders that were active in the province. With most of the government aid focused on the 54 formal settlements located in urban areas, rural areas remain particularly vulnerable.

 

This project is a multisectoral intervention focusing on Shelter rehabilitation, Livelihood Recovery, and Psychosocial Support. Simultaneously, this intervention will enhance the capacity of local stakeholders in Disaster Management and Disaster Risk Reduction in Adiyaman province with a duration of 14 months, prioritizing rural areas in Besni, Gölbaşı, and Merkez districts.

 

The intervention will aim to alleviate the suffering and strengthen the early recovery of the population affected by the earthquake in Adıyaman province by providing inclusive and durable solutions.

 

PURPOSE AND OBJECTIVES

The purpose of this assignment is to strengthen the capacity of local government and local stakeholders in Disaster Management and Disaster Risk Reduction. The primary target audience is members of the municipality who will be trained in relevant topics for humanitarian aid. The training topics include but are not limited to Rapid Needs Assessment, Disaster Management, Disaster Risk Reduction, Humanitarian inclusive crisis management, and project cycle management. Additionally, any other relevant topics that the consultant proposes and that are linked and complimentary with the overall objective can be included. Based on the training, the municipality of Adıyaman will be supported and guided in the development of a relevant DRR plan. The plan must take into account local stakeholders, both to be involved in its development and to benefit from it.

 

METHODOLOGY AND TIME-FRAME

The consultant(s) in cooperation with Solidar Suisse HQ and Turkey Team will develop the final methodology for the training. The methodology will have to combine baseline, endline tools, training reports, and training program tools to be used where possible in a participatory way. Suggested tools are:

  • Baseline test,
  • Endline test,
  • Training module development,
  • Training reports,

 

The work will be concluded in the below calendar, indicatively broken down as follows:

Preparation (work plan, monitoring tools, report formats)
Briefings / Debriefings
Fieldwork including provision of the identified training for a total of 30 unique individuals
Elaboration of the DRR Plan with Adıyaman Municipality
Report writing

 

The start of the training is at the latest in October 2024, and the final report must be submitted by the beginning of November 2024. The debriefing is expected to be online on the 22nd of October 2024. The proposed schedule is as follows:

RESPONSIBILITY AND REPORTING LINES

The consultant(s) will be supported by Solidar Suisse and supervised by Solidar Suisse’s Response Representative based in Gaziantep. The consultant (s) will work closely in collaboration with staff members of Solidar. The curricula, reports, and tools will be sent to Solidar Suisse’s Response Representative.

 

DELIVERABLES/OUTPUTS

  1. The Inception report (incl. training curricula, training targets/tests, a work plan for the elaboration of the DRR Plan, etc.)
  2. The consultant(s) will carry out at least one module of training in Disaster Risk Reduction as agreed in the inception report in Adıyaman,
  3. The consultant(s) will organize a debriefing workshop (online) to validate and discuss the prepared materials with the Solidar Suisse team in Turkey,
  4. Finalized DRR Plan by Adıyaman Municipality,
  5. The final report will be submitted in English. It shall contain the tools used (incş. Curricula), a summary of the activities carried out (incl. a list of participants) findings, a conclusion, and recommendations

 

PROFILE OF THE CONSULTANT/CONSULTANCY TEAM

  • Demonstrated experience in disaster risk management, disaster risk reduction, project cycle management in humanitarian projects,
  • Knowledge of the Humanitarian System,
  • Demonstrated experience in planning, carrying out, and documenting training in DRR and humanitarian assistance,
  • Demonstrated experience in working with local authorities,
  • Excellent thematic knowledge in disaster risk management, disaster risk reduction, project cycle management,
  • Up-to-date knowledge of current (participatory) evaluation tools and methods and proven experience in the use of these tools
  • Fluency in Turkish and in English,
  • Strong analytical skills,
  • Ability to work effectively and under stress,
  • Excellent writing skills and the ability to write concise, yet comprehensive reports,
  • Act by regulations such as KVKK & GDPR to ensure data protection,
  • Ability to meet deadlines.

 

APPLICATION PROCESS

Bids must include the following:

  • Technical proposal including an outline of training framework and methods, comments on the TOR, proposed time frame, and expected work plan. The training shall not take place for more than 5 days (Please see the proposed schedule),
  • Financial proposal including daily consultancy fee, a breakdown of costs of travel (incl. travel in Adıyaman), any taxes or fees, accommodation, per diems, and any other costs for training, (Please note that the total amount of the financial offer must not exceed USD 11,000: the best financial offer will be prioritized for the selection)
  • CV(s) with qualifications, experience, contact details, and evidence of past evaluations for the evaluator,
  • 2 References of previous clients for evaluations, including the contact details and relationship to the consultant.

 

The evaluation can be conducted by either an individual consultant or by a consultant team.
