Tender Specifications for Enumerator Services
- Introduction
On 6 February 2023, two devastating earthquakes shook southeastern Turkey and northwestern Syria. The province of Adıyaman in south-eastern Turkey was one of the provinces most affected by the devastating earthquake. With the Resilience Project, Solidar Suisse has made it its mission to provide comprehensive support to those affected by the earthquake in Adıyaman and strengthen their resilience. Through its local partners and in close coordination with local communities and authorities, damaged houses are being repaired, and winter kits are being distributed to people in container settlements to ensure dignified and safe shelter. To enhance the economic resilience of those affected, the project is helping businesses to recover and rebuild their sources of income by offering training and financial support. Women in particular benefit from vocational training courses that enhance their skills and improve their employment opportunities. The project also promotes mental health support through individual and group-based psychosocial support (PSS). These sessions help people cope with the emotional impact of the earthquake and strengthen stability within individuals, families and communities.
Solidar Suisse is conducting a tender to engage a company that will provide enumerators for the evaluation of the Resilience Project carried out within the scope of humanitarian activities in Adıyaman/Turkey The enumerators will play a critical role in collecting data that will help evaluate the impact, effectiveness, and efficiency of our activities. This tender invites qualified companies to submit proposals for providing enumerators. The services are required for a limited duration to support the evaluation of our humanitarian interventions and the company’s full compliance with Turkish labour laws is a non-negotiable requirement.

Service Fee: 2.000,00 CHF
Location: The telephone survey of beneficiaries will be conducted at the office in Şehitkamil, Gaziantep.
Date: The survey will be carried out in June.
- Key Responsibilities
Data Collection
- Conduct phone interviews with project participants according to the provided guidelines and questionnaires,
- Ensure the accuracy and completeness of collected data,
- Adhere to ethical standards and maintain participant confidentiality during data collection,
- Participate in a day of online/onsite training sessions and orientation to familiarize oneself with the project goals, and survey instruments,
- Maintain accurate and detailed records of all data collected,
- Submit responses on time via the designated data collection software,
- Complete and submit paper-based documentation and reports as per project requirements
- Tender Submission Requirements
Interested companies must provide the following documents as part of their tender submission:
- Company Profile:
- Legal name of the company, registration number, and details of legal standing.
- Demonstrated experience in providing enumerator services for humanitarian or research purposes, including any relevant completion certificates or licenses.
- Capacity to train and deploy enumerators within a short time frame.
- Ability to provide male and female enumerators based on assignment needs.
- Fluency of enumerators in Turkish and any required local languages.
- Team Experience and Competence:
- Degree in a relevant field or evidence of equivalent experience across the key are of focus
- Previous experience in data collection is highly desirable
- Ability to use data collection tools (Kobo, etc) will be an asset,
- Strong interpersonal and communication skills,
- ability to work independently and as part of a team,
- sensitivity to cultural nuances and diversity,
- Ability to communicate in Kurdish will be an added advantage,
- References from past clients where similar services were provided (preferably in humanitarian, development, or research sectors).
- Price Proposal:
- A detailed breakdown of the price per enumerator per day, for two different scenarios:
Option A: Enumerators are provided without mobile phone devices and headphones (phones and headphones will be provided by Solidar Suisse).
Option B: Enumerators are provided with mobile phone devices and headphones.
SIM cards and tablets for data collection will be provided by Solidar Suisse in both cases.

- Total price for the estimated duration of the work (include any additional costs, such as training or transportation, if applicable).
- Payment terms and any potential discounts for volume or long-term contracts.
- Quality Assurance:
- Methodology for ensuring data quality and reliability (e.g., supervisor monitoring, quality checks, data verification procedures).
- Contingency plan for addressing any challenges that may arise during the survey (e.g., absenteeism, data discrepancies).
- Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Price Offer (40%):
- The proposed price per enumerator per day and the total cost of services.
- Separate pricing for enumerators who will participate in telephone surveys with and without telephone devices.
- The company’s ability to provide competitive pricing while maintaining the quality of services.
- Experience and Competence of Surveyor Team (40%):
- The experience of the enumerators and their ability to perform similar work.
- Qualifications and skills of the enumerator team (languages, technical expertise, understanding of the context).
- The company’s track record and reputation for providing quality enumeration services.
- Compliance with Turkish Labor Laws (20%):
- The company’s adherence to Turkish labor regulations, including worker wages, insurance, and worker rights.
- Evidence of good labor practices and transparent employment conditions for the enumerators.
- Non-negotiable: Any company that does not comply with Turkish labor laws for daily workers will be eliminated from consideration.

- The deadline for submitting tenders is 01.05.2025.
- Late or incomplete submissions will not be considered.
