INTRODUCTION

More than two years after the devastating earthquake struck Turkey and Syria, the humanitarian needs in the region remain immense, especially for the most vulnerable populations who are facing compounded challenges in Syria. For communities in this region, the earthquake is not an isolated disaster but an additional layer of suffering in an environment already defined by conflict, displacement, and a chronic lack of resources. The needs in northwest Syria remain overwhelming and largely unmet, as humanitarian funding continues to decline amidst other global crises. The Jandairis subdistrict in Aleppo Governorate, Afrin district —targeted in this project— was among the worst-affected areas.

Rebuilding Resilience project addresses urgent needs in shelter, community infrastructure, child protection and education with a focus on fostering long-term resilience and stability. Initially, the project will prioritize improving educational conditions by rehabilitating schools damaged by the earthquake. Simultaneously, child protection mechanisms will be enhanced through case management for at-risk children, providing them with tailored services such as emergency funds, ensuring comprehensive support for both the children and their families.

Psychosocial support (PSS) will be integrated into the rehabilitated schools, reaching children through structured sessions aimed at helping them process trauma from the earthquake and ongoing crisis. Furthermore, school staff members will receive specialized training in child protection and safeguarding, equipping them to identify vulnerable children, provide appropriate interventions, and ensure a secure and supportive school environment.

The project also tackles shelter needs by supporting the most vulnerable families living in earthquake-damaged shelters. A dual approach will be employed, providing cash grants to families with moderately damaged shelters for self-repair, while severely damaged shelters will undergo contractor-led rehabilitation.

On a community level, small-scale infrastructure projects will be implemented by addressing critical needs like water and sanitation systems, complementing the shelter rehabilitation efforts. These projects will be selected for their sustainability and their potential to serve both IDPs and host communities.

By adopting an integrated, multi-sectoral approach, Rebuilding Resilience aims to improve the safety, dignity, and overall well-being of earthquake-affected populations in Jandairis subdistrict. It ensures access to secure housing, educational opportunities, and comprehensive protection services, all while building individual and community resilience to help them recover from the disaster and better face future challenges.

 

PURPOSE AND OBJECTIVES

The purpose of this evaluation is to assess the overall performance of the project and the achievement of the set objectives. The evaluation should have a lens of cross-cutting issues such as gender and protection mainstreaming, disability inclusion, and AAP (Accountability to Affected Populations). Furthermore, it will assess the partnership structure and finally provide recommendations, based on lessons learned, for future projects to support the most vulnerable people in Northwest Syria affected by the earthquake.
