ILBANK (bundan böyle “Borçlanıcı’’ olarak anılacaktır), “Kentesel Altyapı Projeleri II” için Avrupa Yatırım Bankasından (AYB) (bundan böyle “Banka’’olarak anılacaktır) bir kredi almış ve bu kredinin bir kısmı ihale daveti yapılan “Yozgat (Merkez) İçmesuyu İkmal İnşaatı (KAP-2-YZT-W02)” için kullanacaktır. Bu proje için İşveren Yozgat Belediyesi olacaktır.

Yozgat (Merkez) İçmesuyu İkmal İnşaatı işinin kapsamı aşağıdaki gibidir:

Yaklaşık 21 km PE ve DF borulu ana içme suyu ve şebeke boru hattı inşaatı (3.000 adet ev bağlantısı dahil), toplam kapasitesi yaklaşık 4.500 m³ olan 3 adet yeni su depolama tankı ikmal inşaatı, toplam yaklaşık kapasitesi 5.800 m³ olan 7 adet mevcut su depolama tankının rehabilitasyonu, 2 adet terfi istasyonu inşaatı, basınç düşürme odaları ve diğer yardımcı yapıların inşaatı, yangın hidrantları (20 adet) ve yaklaşık 825 m çelik boru hatları inşaatları yapılarak yatay sondaj yöntemi ile özel otoyol geçişi, çelik boru asılarak bir özel köprü geçişi ve diğer elektrik ve otomasyon işlerinin tamamlanması.

İnşaat süresi 300 gün olup kusur sorumluluk süresi (bir) 1 yıldır.

İstekliler tarafından karşılanması gereken kriterler aşağıdaki gibidir:

Kullanılacak değerlendirme kriterleri, teklif değerlendirmesinde uygun ve teknik olarak uygun tekliflerin en düşük fiyatı olup, teklif vermek isteyen İsteklilerin kümülatif şartları karşılaması ve İşveren’i tatmin edecek nitelikte olması gerekmektedir;

1. Kullanılacak değerlendirme kriteri, ihale dokümanında talep edilen şartları ve teknik kriterleri karşılayan ve en düşük teklif fiyatıdır. Teklif sahibi ihale son başvuru tarihinden geriye dönük son 10 yıl içerisinde aşağıda tanımlanan benzer işleri başarıyla tamamlamış olmalıdır. Önceki tecrübelerin, geçici veya kesin kabul belgelerinin aslı veya noter tasdikli nüshaları ile kanıtlaması gereklidir.
2. Son on (10) yıl içinde (1 Ocak 2015 ve son teklif verme tarihi arasında), yüklenici, yönetim yüklenicisi, ortak girişim üyesi veya alt yüklenici olarak;

• En az beş milyon (5.000.000,00) Avro veya eşdeğeri tutarında bir sözleşmeyi, veya
• Toplam en az yedi milyon beş yüz bin (7.500.000,00) Avro veya eşdeğeri tutarında olan iki (2) sözleşmeyi tamamlanmış olması gereklidir.

Bu sözleşmelerin başarılı bir şekilde ve büyük oranda tamamlanmış olması ve teklif edilen İşlere benzer nitelikte olması gerekmektedir. Benzerlik; fiziksel büyüklük, karmaşıklık, yöntem/teknoloji veya Bölüm VI – İşin Gereklilikleri’nde tanımlanan diğer özellikler esas alınarak belirlenecektir.

3. Yukarıda belirtilen süre içinde akdedilen benzer veya diğer işlerde aşağıdaki temel faaliyetlerde asgari deneyim (komple inşaat, montaj ve teslimi):

• Tek bir sözleşme kapsamında, en az 15 km uzunluğunda bir içme suyu şebekesi,
• Tek bir sözleşme kapsamında, en az 1000 m³ hacminde bir içme suyu deposu,
• Tek bir sözleşme kapsamında, en az 1.000 adet içme suyu abone bağlantısı.

4. Son beş (5) mali yıl içinde (2020-2024) yapılan inşaat işlerindeki yıllık cironun ortalaması asgari on iki milyon (12.000.000,00) Avro veya eşdeğeri tutarında olmalıdır.

Yıllık cirolar, Yeminli Mali Müşavir veya Vergi Dairesi tarafından doğrulanmış belgelerle teyit edilecektir.

5. Teklif sahibi sözleşme ve iş avansları hariç olmak üzere aşağıda belirtilen tutarlarda, nakit değerler, üzerinde tedbir veya ipotek bulunmayan taşınmazlar, kredi limitleri ve diğer finansal imkan ve araçlara sahip olduğunu veya erişimi olduğunu gösteren belgeleri sunacaktır:

1. 1. Nakit akış değeri iki milyon (2.000.000,00) Avro veya eşdeğeri ve
   2. Bu sözleşme ve diğer taahhütleri için gerekli nakit akışı

6. Son 5 (beş) yıla ait denetimden geçen Yeminli Mali Müşavir onaylı finansal raporlar (bilançolar, gelir tabloları veya İşveren tarafından kabul edilebilecek başka mali tablolar) sunulacak ve bu raporlar Teklif sahibinin mali durumunun geleceğe dönük uzun vadede karlı olduğunu göstermelidir.
7. Teklif sahibi yeterli sayıda ve yeterli tecrübeye sahip kilit personel ve işlerin memnun edici bir şekilde tamamlanmasını sağlayacak tüm gerekli ekipmanı sağlamalıdır.

Kriterleri sağlayan tüm istekliler ihaleye katılmaya davet edilmektedir. Ortak girişimler için teklif sahibi, ortak girişim beyannamesi’ni sunacak ve ihale dokümanları tarafından verilen yeterlilik kriterlerini, belgeleri ve koşulları karşılayacaktır.

Ilbank (Hereinafter called “Borrower”) has received financing from the European Investment Bank –EIB (hereinafter referred as “the Bank”) – toward the cost of the URBAN TRANSPORT AND ENVIRONMENTAL PROJECTS II. This international Invitation for tenders relates to the contract for Completion of the Drinking Water Supply Construction Works in Yozgat (Central District) (KAP-2-YZT-W02). The Employer for this project will be Yozgat Municipality.

The works covered under this contract is the Completion of the Drinking Water Supply Construction Works in Yozgat (Central District)

The scope of the works area as follows:

The works include the construction of approximately 21 km of primary and distribution drinking water pipelines made of PE and ductile iron pipes, including 3,000 household connections; the supply and construction of 3 new water storage tanks with a total capacity of approximately 4,500 m³; the rehabilitation of 7 existing water storage tanks with a total combined capacity of approximately 5,800 m³; construction of 2 pumping stations, pressure reducing chambers, and other auxiliary structures; installation of 20 fire hydrants, construction of approximately 825 m of steel pipeline including one special highway crossing via horizontal directional drilling (HDD), one special bridge crossing using suspended steel piping, and completion of all associated electrical and automation works.

The construction period will be threehundred (300) days, followed by twelve (12) months for Defect Liability Period.

The selection criteria to be met by the bidders are as follows.

The evaluation criteria to be used is the lowest price of the compliant and technically responsive tenders in the tender evaluation and establishing to the Employer’s satisfaction that;

1. The Bidder must have successfully completed similar contracts as defined below within the last 10 years up to the submission deadline of the Tender. Previous experience must be proved by originals or notary-certified copies of provisional acceptance (Taking Over Certificate) or final acceptance (Performance) certificates.
2. Participation as contractor, management contractor, a joint venture member or subcontractor, within the last ten (10) years (between 1st January 2015 and bid submission deadline) in

• at least one (1) contract, with a value of at least five million (5,000,000.00) Euro, or
• two (2) contracts with a total value of at least seven million five hundred thousand (7,500,000.00) Euro.

that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Work’s Requirements.

3- For the above or other contracts executed during the period stipulated above, a minimum experience in the following key activities:

The complete construction, installation, and commissioning of:

1. a potable water distribution network with a minimum length of L = 15 km, under one contract,
2. a potable water storage tank with a minimum volume of V = 1,000 m³, under one contract,
3. and at least 1,000 nos potable water house connections, under one contract.

4. The average of annual turnovers in construction works over the past five (5) financial years (2020-2024) shall be a minimum of twelve million (12,000,000.00) Euro or equivalent.

Annual turnovers shall be verified by the documents certified by Certified (Sworn-in) Public Accountant or Tax Authority.

5. The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet;

1. the following cash-flow requirement of two million (2,000,000.00) Euro, and
2. the overall cash flow requirements for this contract and its current commitments

6- The audited financial statements (audited balance sheets and income tables or, if not required by the law of the tenderer’s country, other financial statements acceptable to the Employer) as well as the report of certified public (sworn) accountant for the past 5 financial years shall be submitted and must demonstrate the soundness of the Bidder’s financial position, showing long-term profitability.

7- The Bidder shall provide required number of key personnel with appropriate experience and all necessary equipments for the satisfactory completion of the Works.

Firms originating from all countries of the world are eligible to tender for works, goods and services contracts. In the form of Joint Ventures, the Bidder shall submit The Joint Venture Declaration and meet the qualification criteria as well as other documentation and conditions given by Bidding Documents.

Bids shall be valid for a period of 119 calendar days after Bid opening.

A Bid Security not less than EUR 150,000.00 (one hundred and fifty thousand Euros) or its equivalent[1] must accompany all bids.
