Program/Project Title: Amān: Creating Safe, Inclusive, and Protective Learning Environments in Afrin

Project Duration: January 2026 – June 2026

Capacity Building Site: Online or Hybrid (face to face in Gaziantep- online attending from Afrin)

Donors of the project: Swiss Solidarity / Solidar Suisse

Maximum Budget: Up to 2,500.00 USD

 

INTRODUCTION

After years of conflict, displacement, and the devastating February 2023 earthquake, Afrin District in Northwest Syria continues to face severe gaps in terms of education infrastructure and psychosocial support. Thousands of children are learning in schools that are structurally compromised, lacking safe WASH facilities, functional classrooms, and basic furniture. These conditions undermine learning, heighten protection risks, and disproportionately affect girls, displaced children, and children with disabilities. Implemented by Solidar Suisse in partnership with two local organizations, the project aims to restore safe, inclusive, and protective learning environments for crisis-affected children across operational schools in Afrin.

 

PURPOSE AND OBJECTIVES

This assignment aims to strengthen the financial capacity of a Gaziantep-based partner operating in Syria in effective financial management. The specific objectives are as follows:

  • Study audit 2023 findings report and prepare recommendations to best address these findings,
  • Identify areas in need of improvement where the partner’s staff and board members must be trained and supported in relation to finance capacity,
  • Design a capacity building package for the partner on financial and procurement management and governance,
  • Deliver one training for a partner online and/or hybrid (face to face in Gaziantep- online attending from Afrin) on project financial and procurement management and governance and provide a completion certificate,
  • Provide technical support and guidance to the partner for them to improve their finance and procurement policy if needed and,
  • Produce a comprehensive report on the assignment.

 

METHODOLOGY AND TIME-FRAME

The consultant(s) shall examine whether the selected partner has applied Turkish and Syrian accounting standards for non-profit organizations and donor/Solidar Suisse & Swiss Solidarity requirements while doing financial monitoring. The consultant(s) should review the findings of the 2023 audit to develop concrete conclusions and recommendations. The consultant(s) will develop training content as per the capacity needs of the partner on financial and procurement management and governance. While doing audit findings checking, designing training content, and delivering the training, the consultant (s) will work closely with the Solidar Suisse Response Representative and Finance Manager in Turkey.

In addition to training the partner to ensure their employees are up to date on the latest developments in financial and procurement management and governance, the assignment also includes technical support and guidance for the partner organization to improve its financial and procurement policies.

 

The following tasks and deliverables are expected from the consultant(s)

0.5 days Inception Meeting with Solidar to revisit ToR
1 day Desk study and discussion with partner and Solidar staff
1 day Detailed inception report including a detailed work plan, and agreed methods for conducting training and support for financial policy
2 day Design of training content as per observations and findings of the audit
3 days Conducting training at the partner’s office in Gaziantep and/or online
4 days Review the current financial documents of the partner in order to determine if improvement of the current finance policy is needed or not.
1 day Finalizing assignment report
0.5 days Online de-brief meeting with Solidar and partner

RESPONSIBILITY AND REPORTING LINES

The consultant(s) will be supported by Solidar Suisse and supervised by Solidar Suisse’s Response Representative and Finance Manager based in Gaziantep. The curricula, reports, and tools will be sent to Solidar Suisse’s Response Representative and Finance Manager for review and approval.

 

DELIVERABLES/OUTPUTS

  1. The Inception report (incl. training curricula, training targets/tests, approach to support the improvement of finance and procurement policy, etc.)
  2. The consultant(s) will organize a debriefing workshop (online) to validate and discuss the prepared materials with the Solidar Suisse team in Turkey.
  3. The consultant(s) will give at least three days of training in the identified financial and procurement areas online and/or hybrid (face to face in Gaziantep- online attending from Afrin),
  4. The Consultant(s) will review the existing finance documents of the partner and substantially support the improvement of the Finance and Procurement Policy documents if needed,
  5. The final report will be submitted in English and contain an executive summary, report on training and elaboration of finance policy, report on each deliverable, conclusion, and recommendations if appropriate.

 

PROFILE OF THE CONSULTANT/CONSULTANCY TEAM

  • Demonstrated experience in finance and procurement capacity building in humanitarian projects,
  • Knowledge of the Humanitarian System,
  • Experience working with grassroots organizations and NGOs,
  • Demonstrated experience in planning, carrying out, and documenting training in finance and procurement in Syria and Turkey,
  • Excellent thematic knowledge in financial and procurement management and governance,
  • Fluency in Arabic and English,
  • Strong analytical skills,
  • Ability to work effectively and under stress,
  • Excellent writing skills and the ability to write concise, yet comprehensive reports,
  • Act by regulations such as GDPR to ensure data protection,
  • Act in confidentiality,
  • Ability to meet deadlines.

 

APPLICATION PROCESS

Bids must include the following:

  • Technical proposal including an outline of training framework and methods, comments on the TOR, proposed time frame, and expected work plan,
  • Financial proposal, a detailed breakdown of the price for two different scenarios:
    1. Hybrid training: Including daily consultancy fee, a breakdown of costs of travel (incl. travel in Gaziantep), any taxes or fees, accommodation per diem, and any other costs for training,
    2. Online training: Including daily consultancy fee, any taxes or fees, and any other costs for training.
  • CV(s) with qualifications, experience, contact details, and evidence of past evaluations for the evaluator,
  • 2 References from previous clients for finance capacity building training, including the contact details and relationships to the consultant.

 

The evaluation can be conducted either by an individual consultant or by a consultant team.
