Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Şafak derneği, siyasi veya dini aidiyetleri ne olursa olsun savunmasız insanlara insani hizmetler sunmak ve uzun vadede toplumun özgürlük, adalet ve eşitlik temelinde yeniden inşasına katkıda bulunmak amacıyla var olan, tarafsız, bağımsız ve kar amacı gütmeyen bir STK’dır.

Shafak invites potential contractors to express their interest in working in any of the following governorates: Aleppo, Damascus, Daraa, Deir ez-Zor, Hama, Homs, Idleb, Latakia, Rural Damascus, Tartous, Raqqa, Hasaka, Sweida, and Quneitra. Pre-qualified contractors will be invited to submit quotations upon request for works in their selected areas and sectors. These construction and establishment of infrastructure works includes main categories as follows:

A.  LER Categories:

1. Electricity Networks & Lighting

2. Water & Irrigation Systems

3. Roads & Public Spaces

4. Public Facilities & Infrastructure

5. Specialized Facilities & Support

B. WASH and Shelter Categories:

6. WASH & Environmental Works

7. Shelter & Housing

Contractors are invited to present their technical and professional capabilities. Shafak will then conduct a technical evaluation, along with any other necessary procedures, to verify the ability of the selected contractors to execute the specified works in accordance with the required standards and specifications.

Only contractors who successfully pass this pre-qualification stage will be invited to submit price offers upon request. For each procurement, the selection will be based on the lowest compliant bid or, where appropriate, on other factors such as the project’s nature, timeline, or additional criteria outlined in the solicitation.

Contracts or purchase orders may cover one or multiple projects, depending on project requirements and other relevant considerations.

This pre-qualification process will result in an updated roster of contractors from which Shafak may directly request quotations and engage services. However, inclusion in the roster does not guarantee participation in all future procurements.

Shafak also reserves the right to conduct quality checks on samples at any stage of the process.

Şafak, potansiyel yüklenicileri aşağıdaki illerden herhangi birinde çalışmakla ilgilendiklerini belirtmeye davet etmektedir: Halep, Şam, Dera, Deyrizor, Hama, Humus, İdlib, Lazkiye, Şam Kırsalı, Tartus, Rakka, Haseke, Süveyde ve Kuneytra. Ön yeterlilik almış yükleniciler, talep üzerine seçtikleri bölge ve sektörlerdeki işler için teklif sunmaya davet edilecektir. Altyapı inşaat ve kurulum işleri aşağıdaki ana kategorileri içerir:

Yükleniciler teknik ve mesleki yeterliliklerini sunmaya davet edilir. Şafak daha sonra, seçilen yüklenicilerin belirtilen işleri gerekli standartlara ve şartnamelere uygun olarak yürütme becerisini doğrulamak için gerekli diğer prosedürlerin yanı sıra teknik bir değerlendirme yapacaktır.

Yalnızca bu ön yeterlilik aşamasını başarıyla geçen yükleniciler, talep üzerine fiyat teklifi sunmaya davet edilecektir. Her tedarik için seçim, en düşük uyumlu teklife veya uygun olduğu durumlarda projenin niteliği, zaman çizelgesi veya ihalede belirtilen ek kriterler gibi diğer faktörlere dayanacaktır. Sözleşmeler veya satın alma emirleri, proje gereksinimlerine ve diğer ilgili hususlara bağlı olarak bir veya birden fazla projeyi kapsayabilir.

Bu ön yeterlilik süreci, Şafak’ın doğrudan teklif talep edebileceği ve hizmet alabileceği güncellenmiş bir yüklenici listesiyle sonuçlanacaktır. Ancak, listeye dahil olmak, gelecekteki tüm tedariklere katılımı garanti etmez.

Şafak ayrıca, sürecin herhangi bir aşamasında numuneler üzerinde kalite kontrolleri yapma hakkını saklı tutar.

By emailing the bid to the following e-mail: you shall email your offer to the email [email protected], and you shall send two separate emails, one for your technical offer and the other one for your financial offer, and you shall name the email with the type of offer (“Technical Offer” or “Financial Offer”), in the subject field, state the following:

a.      “Request for Qualification # PQ-25-0006)”.

b.      Name of Company

c.       Number of emails that are sent, e.g., 1 of 3, 2 of 3, 3 of 3.

You have to send the tender files to the email mentioned above after filling in the required info, signing, and stamping them.

You shall not use an external link to submit your offers, such as an online drive; all tender documents shall be attached to your emails.

2.2  Only the offers submitted through the above mentioned secure email will be accepted.

2.3  All the tender documents, BOQs, and technical specifications shall be signed and stamped. (sign and stamp each single page of tender),

2.4  Submitting any unclear or inconspicuous documents may lead to do not consider these documents or exclude them from any evaluation.

İhale dosyalarını yukarıda belirtilen e-posta adresine gerekli bilgileri doldurup imzalayıp kaşeledikten sonra göndermeniz gerekmektedir.

Tekliflerinizi göndermek için çevrimiçi sürücü gibi harici bir bağlantı kullanmayınız; tüm ihale belgeleri e-postalarınıza eklenmelidir.

2.2 Yalnızca yukarıda belirtilen güvenli e-posta aracılığıyla gönderilen teklifler kabul edilecektir.

2.3 Tüm ihale dokümanları, sipariş listeleri ve teknik şartnameler imzalanacak ve kaşelenecektir. (teklifin her bir sayfasını imzalayıp kaşeleyin),
