4. İhaleye katılabilme şartları ve istenilen belgeler ile yeterlik değerlendirmesinde uygulanacak kriterler:
4.1. İsteklilerin ihaleye katılabilmeleri için aşağıda sayılan belgeler ve yeterlik kriterleri ile fiyat dışı unsurlara ilişkin bilgileri e-teklifleri kapsamında beyan etmeleri gerekmektedir.
4.1.2. Teklif vermeye yetkili olduğunu gösteren bilgiler;
4.1.2.1. Tüzel kişilerde; isteklilerin yönetimindeki görevliler ile ilgisine göre, ortaklar ve ortaklık oranlarına (halka arz edilen hisseler hariç)/üyelerine/kurucularına ilişkin bilgiler idarece EKAP’tan alınır.
4.1.3. Şekli ve içeriği İdari Şartnamede belirlenen teklif mektubu.
4.1.4. Şekli ve içeriği İdari Şartnamede belirlenen geçici teminat bilgileri.
4.1.5. İhale konusu alımın tamamı veya bir kısmı alt yüklenicilere yaptırılamaz.
4.1.6. Tüzel kişi tarafından iş deneyimini göstermek üzere sunulan belgenin, tüzel kişiliğin yarısından fazla hissesine sahip ortağına ait olması halinde, Türkiye Odalar ve Borsalar Birliği veya yeminli mali müşavir ya da serbest muhasebeci mali müşavir veya noter tarafından ilk ilan tarihinden sonra düzenlenen ve düzenlendiği tarihten geriye doğru son bir yıldır kesintisiz olarak bu şartın korunduğunu gösteren belgeye ilişkin bilgiler,
4.2. Ekonomik ve mali yeterliğe ilişkin belgeler ve bu belgelerin taşıması gereken kriterler:
İdare tarafından ekonomik ve mali yeterliğe ilişkin kriter belirtilmemiştir.
4.3. Mesleki ve teknik yeterliğe ilişkin belgeler ve bu belgelerin taşıması gereken kriterler:
4.3.1. İş deneyimini gösteren belgelere ilişkin bilgiler:
Son beş yıl içinde bedel içeren bir sözleşme kapsamında kabul işlemleri tamamlanan ve teklif edilen bedelin % 25 oranından az olmamak üzere, ihale konusu iş veya benzer işlere ilişkin iş deneyimini gösteren belgeler veya teknolojik ürün deneyim belgesi.
4.3.2. Kalite ve standarda ilişkin belgelere ait bilgiler:
TS EN ISO 9001
Kalite yönetim sistem belgesi Türk Akreditasyon Kurumu tarafından akredite edilen belgelendirme kuruluşları veya Uluslararası Akreditasyon Forumu Karşılıklı Tanınma Antlaşmasında yer alan ulusal akreditasyon kurumlarınca akredite edilmiş belgelendirme kuruluşları tarafından düzenlenmesi zorunludur. İsteklilerden bu bilgilerin tevsik edilmesinin istenilmesi halinde, söz konusu belgelerin, bu belgelendirme kuruluşlarının, Uluslararası Akreditasyon Forumu Karşılıklı Tanınma Antlaşmasında yer alan ulusal akreditasyon kurumlarınca akredite edilmiş belgelendirme kuruluşu olduklarının ve bu kuruluşlarca düzenlenen belgelerin geçerliliğini sürdürdüğünün, Türk Akreditasyon Kurumundan alınacak bir yazı ile teyit edilmesi gerekir. İhale tarihi veya bu tarihten önceki bir yıl içinde alınan teyit yazıları geçerlidir. Ancak, Türk Akreditasyon Kurumu tarafından akredite edildiği duyurulan belgelendirme kuruluşları tarafından düzenlenen ve TÜRKAK Akreditasyon Markası taşıyan belge ve sertifikalar için Türk Akreditasyon Kurumundan teyit alınması zorunlu değildir. Bu belgenin ihale tarihinde geçerli olması yeterlidir.
İş ortaklıklarından birinin istenilen belgeye ilişkin bilgiyi belirtmesi yeterlidir.
4.3.4. İsteklinin teklifi kapsamında sunması gerektiği İdari Şartnamenin 7nci maddesi dışındaki maddeleri ile teknik şartnamede belirtilen aşağıdaki belgeler:

4.4. Bu ihalede benzer iş olarak kabul edilecek işler:
4.4.1.
Kamu veya Özel sektörde yapılan (ulusal veya uluslararası kongre), (fuar), (seminer), (konferans), ve (eğitim hizmetleri organizasyonu) ayrı ayrı veya birlikte benzeri iş olarak kabul edilecektir
- Ekonomik açıdan en avantajlı teklif sadece fiyat esasına göre belirlenecektir.
- İhale yerli ve yabancı tüm isteklilere açıktır.
- İhale dokümanı EKAP üzerinden bedelsiz olarak görülebilir. Ancak, ihaleye teklif verecek olanların, e-imza kullanarak EKAP üzerinden ihale dokümanını indirmeleri zorunludur.
- Teklifler, EKAP üzerinden elektronik ortamda hazırlandıktan sonra, e-imza ile imzalanarak, teklife ilişkin e-anahtar ile birlikte ihale tarih ve saatine kadar EKAP üzerinden gönderilecektir.
- İstekliler tekliflerini, her bir iş kaleminin miktarı ile bu iş kalemleri için teklif edilen birim fiyatların çarpımı sonucu bulunan toplam bedel üzerinden teklif birim fiyat şeklinde verilecektir. İhale sonucunda, üzerine ihale yapılan istekli ile birim fiyat sözleşme imzalanacaktır.
- Bu ihalede, işin tamamı için teklif verilecektir.
- İstekliler teklif ettikleri bedelin %3’ünden az olmamak üzere kendi belirleyecekleri tutarda geçici teminat vereceklerdir.
- Bu ihalede elektronik eksiltme yapılmayacaktır.
- Verilen tekliflerin geçerlilik süresi, ihale tarihinden itibaren 60 (Altmış) takvim günüdür.
- Konsorsiyum olarak ihaleye teklif verilemez.

The “PROCUREMENT OF SERVICES FOR THE REGIONAL CONSULTATION MEETING” to be held in the province of DİYARBAKIR between 14–16 May 2025 will be tendered through an open tender procedure in accordance with Article 19 of the Public Procurement Law No. 4734, and proposals will be received only via EKAP in electronic format. 4. Conditions for Participation in the Tender, Required Documents, and Criteria to be Applied in the Qualification Assessment:
4.1. In order to participate in the procurement procedure, tenderers are required to declare the following documents, qualification criteria, and information regarding non-price elements within the scope of their electronic bids:
4.1.2. Information demonstrating the authority to submit a tender:
4.1.2.1. In the case of legal entities, information regarding the persons in management, as well as the shareholders (excluding publicly traded shares), their respective shareholding ratios, members, or founders, shall be obtained by the Contracting Authority via EKAP.
4.1.3. The tender letter, the format and content of which shall be in accordance with the provisions set forth in the Administrative Specifications.
4.1.4. Information regarding the provisional guarantee, the format and content of which shall be in compliance with the Administrative Specifications.
4.1.5. The subject matter of the procurement may not be subcontracted, either in whole or in part.
4.1.6. In cases where the work experience document submitted by a legal entity is issued in the name of a shareholder holding more than fifty percent of the entity’s shares, the relevant information regarding the document evidencing that this shareholding condition has been continuously maintained for at least one year prior to the date of the initial announcement shall be provided. This document must be issued by the Union of Chambers and Commodity Exchanges of Türkiye, or certified by a sworn-in certified public accountant, an independent accountant and financial advisor, or a notary public, following the date of the first announcement.
4.2. Documents and Criteria Related to Economic and Financial Qualification:
No economic or financial qualification criteria have been stipulated by the Contracting Authority.
4.3. Documents and Criteria Related to Professional and Technical Qualification:
4.3.1. With regard to work experience, tenderers shall submit information on documents evidencing experience in the subject matter of the procurement or similar works, or a technological product experience certificate, under a contract that has been finalized through acceptance procedures within the last five years. The monetary value of such experience shall not be less than 25% of the bid amount.
4.3.2. Information on Certificates Relating to Quality and Standards:
The TS EN ISO 9001 Quality Management System Certificate must be issued by certification bodies accredited by the Turkish Accreditation Agency (TÜRKAK) or by certification bodies accredited by national accreditation agencies that are party to the International Accreditation Forum Multilateral Recognition Arrangement (IAF MLA).
In the event that tenderers are required to substantiate these details, it must be confirmed—via an official letter to be obtained from TÜRKAK—that the certification body in question is accredited by a national accreditation agency listed under the IAF MLA and that the certificates issued by such bodies remain valid. Confirmation letters issued on or within one year prior to the tender date shall be deemed valid.
However, for certificates bearing the TÜRKAK Accreditation Mark and issued by certification bodies officially accredited by TÜRKAK, additional confirmation from TÜRKAK is not required. It shall suffice that the certificate is valid on the date of the tender.
In the case of joint ventures, it shall be sufficient for one of the partners to declare the relevant information regarding the required certificate.
4.3.4. Other Documents Required to Be Submitted by the Tenderer Within the Scope of the Offer, as Specified Under Clauses of the Administrative Specifications Other Than Article 7, and in the Technical Specifications:

4.4. Works to Be Considered as Similar Works in This Tender:
4.4.1. Works carried out in the public or private sector related to the organization of (national or international congresses), (fairs), (seminars), (conferences), and (training services), whether individually or collectively, shall be deemed as similar works.
5. The most economically advantageous tender shall be determined on the basis of price only.
6. The procurement is open to all domestic and foreign tenderers.
7. The tender documents may be viewed free of charge via EKAP. However, tenderers who intend to submit a bid are required to download the tender documents via EKAP using their electronic signature.
8. Tenders shall be prepared electronically via EKAP, signed with an electronic signature, and submitted via EKAP along with the e-key related to the tender, no later than the date and time of the tender.
9. Tenderers shall submit their bids on a unit price basis by multiplying the quantities of each item by the unit prices offered. A unit price contract shall be signed with the successful tenderer following the award of the contract.
10. In this procurement, bids must be submitted for the entire scope of the work.
11. Tenderers shall provide a provisional guarantee in an amount not less than 3% of the total bid amount, to be determined at their own discretion.
12. No electronic auction shall be conducted under this procurement procedure.
13. The validity period of the submitted tenders shall be 60 (sixty) calendar days from the tender date.
14. Tenders may not be submitted by consortia.
15. Other matters:

Method of evaluating abnormally low tenders: Tenders submitted below the threshold value shall be rejected without requesting any explanation.
