4- Katılım ve yeterlik kriterleri:
4.1. Katılım ve yeterlik kriterlerine ilişkin istekliler tarafından e-teklif kapsamında sunulması gereken bilgi ve belgeler ile fiyat dışı unsurlara ilişkin bilgi ve belgelere aşağıda yer verilmiştir:

Son beş yıl içinde bedel içeren bir sözleşme kapsamında kabul işlemleri tamamlanan ve teklif edilen bedelin % 25 oranından az olmamak üzere, ihale konusu iş veya benzer işlere ilişkin iş deneyimini gösteren belgeler veya teknolojik ürün deneyim belgesi. 4.3.1.1. Tüzel kişi tarafından iş deneyimini göstermek üzere kullanılan belgenin, tüzel kişiliğin yarısından fazla hissesine sahip ve 4734 sayılı Kanuna göre yapılacak ihalelere ilişkin sözleşmelerin yürütülmesi konusunda temsile ve yönetime yetkili olan ortağına ait olması halinde, ticaret ve sanayi odası/ticaret odası bünyesinde bulunan ticaret sicili müdürlükleri veya yeminli mali müşavir ya da serbest muhasebeci mali müşavir tarafından ilk ilan tarihinden sonra düzenlenen ve düzenlendiği tarihten geriye doğru son bir yıldır kesintisiz olarak bu şartların korunduğunu gösteren, e-forma uygun belgenin kullanılması zorunludur. 4.3.1.2. 4734 sayılı Kanun kapsamındaki idarelere taahhüt edilenler dışında yurt dışında gerçekleştirilen işlerden elde edilen iş deneyiminin 13/1/2011 tarihli ve 6102 sayılı Türk Ticaret Kanununun 195 inci maddesinin ikinci fıkrası gereğince pay çoğunluğuna dayanarak kurulan şirketler topluluğu ilişkisi içinde kullanılması halinde bu hukuki ilişkiyi ve bu ilişkinin süresini tevsik eden belgelerin sunulması zorunludur. |
| 4.3.2 Kalite ve Standarda ilişkin belgeler: |
| 1 Türk Akreditasyon Kurumu tarafından akredite edilen belgelendirme kuruluşları veya Uluslararası Akreditasyon Forumu Karşılıklı Tanınma Antlaşmasında yer alan ulusal akreditasyon kurumlarınca akredite edilmiş belgelendirme kuruluşları tarafından düzenlenmesi zorunludur. İsteklilerden bu bilgilerin tevsik edilmesinin istenilmesi halinde, söz konusu belgelerin, bu belgelendirme kuruluşlarının, Uluslararası Akreditasyon Forumu Karşılıklı Tanınma Antlaşmasında yer alan ulusal akreditasyon kurumlarınca akredite edilmiş belgelendirme kuruluşu olduklarının ve bu kuruluşlarca düzenlenen belgelerin geçerliliğini sürdürdüğünün, Türk Akreditasyon Kurumundan alınacak bir yazı ile teyit edilmesi gerekir. İhale tarihi veya bu tarihten önceki bir yıl içinde alınan teyit yazıları geçerlidir. Ancak, Türk Akreditasyon Kurumu tarafından akredite edildiği duyurulan belgelendirme kuruluşları tarafından düzenlenen ve TÜRKAK Akreditasyon Markası taşıyan belge ve sertifikalar için Türk Akreditasyon Kurumundan teyit alınması zorunlu değildir. Bu belgenin ihale tarihinde geçerli olması yeterlidir. İş ortaklıklarında, ortaklardan birinin istenilen belgeye ilişkin bilgiyi belirtmesi yeterlidir.

| 4.4. Bu ihalede benzer iş olarak kabul edilecek işler: |
| 4.4.1.Kamu veya Özel sektörde yapılan (ulusal veya uluslararası kongre), (fuar), (seminer), (konferans), ve (eğitim hizmetleri organizasyonu) ayrı ayrı veya birlikte benzeri iş olarak kabul edilecektir. |
5- Ekonomik açıdan en avantajlı teklif sadece fiyat esasına göre belirlenecektir.
6- İhale yerli ve yabancı tüm isteklilere açıktır.
7- İhaleye teklif verecek olanların, EKAP hesabına giriş yaparak ihale dokümanını indirmeleri zorunludur.
8-Teklifler, EKAP üzerinden teklif mektubu ile ihaleye katılım belgesi ve diğer ekler kullanılarak hazırlanacak ve e-imza ile imzalanarak ihale tarih ve saatine kadar EKAP üzerinden gönderilecektir.
9- İstekliler tekliflerini, her bir iş kaleminin miktarı ile bu iş kalemleri için teklif edilen birim fiyatların çarpımı sonucu bulunan toplam bedel üzerinden teklif birim fiyat şeklinde vereceklerdir. İhale sonucunda, üzerine ihale yapılan istekliyle birim fiyat sözleşme imzalanacaktır.
10- Bu ihalede, işin tamamı için teklif verilecektir.
11- İstekliler teklif ettikleri bedelin %3’ünden az olmamak üzere kendi belirleyecekleri tutarda geçici teminat vereceklerdir.
12- Bu ihalede elektronik eksiltme yapılmayacaktır.
13- Verilen tekliflerin geçerlilik süresi, ihale tarihinden itibaren 60 (Altmış) takvim günüdür.
14- Konsorsiyum olarak ihaleye teklif verilemez.

4- Participation and Qualification Criteria 4.1. The information and documents to be submitted electronically by the bidders regarding participation and qualification criteria, as well as the information and documents related to non-price elements, are listed below: 4.1.1. Letter of tender. 4.1.2. Information and documents demonstrating authorization to submit a tender: 4.1.2.1. For legal entities; information and documents concerning the officials in management, and, as applicable, partners and their shareholding ratios (excluding publicly traded shares)/members/founders. 4.1.2.2. In cases of participation by proxy, information and documents related to the proxy. 4.1.3. Bid bond. 4.1.4. In case the bidder is a joint venture, the joint venture declaration. 4.2. Information and documents relating to economic and financial qualification, and the criteria to be met by them: No information, documents, or criteria have been specified regarding economic and financial qualification. 4.3. Information and documents relating to professional and technical qualification, and the criteria to be met by them: 4.3.1. Documents demonstrating work experience in the subject matter of the tender or similar works, or a technological product experience certificate, showing that the acceptance procedures of a contract with a monetary value have been completed within the last five years, and amounting to no less than 25% of the offered bid price. 4.3.1.1. | It is mandatory that the documents be issued either by certification bodies accredited by the Turkish Accreditation Agency (TÜRKAK) or by certification bodies accredited by national accreditation institutions that are signatories to the International Accreditation Forum (IAF) Multilateral Recognition Agreement.If bidders are required to substantiate this information, it must be confirmed by a letter obtained from the Turkish Accreditation Agency that the relevant certification bodies are indeed accredited by national accreditation institutions that are parties to the IAF Multilateral Recognition Agreement and that the certificates issued by these bodies remain valid. Confirmation letters obtained on the tender date or within one year prior to that date shall be deemed valid.However, for certificates and documents issued by certification bodies announced by the Turkish Accreditation Agency as accredited and bearing the TÜRKAK Accreditation Mark, it shall not be necessary to obtain confirmation from the Turkish Accreditation Agency. | 4.4. Works to Be Considered as Similar Work in This Tender: |
| 4.4.1. The following shall be considered as similar work, whether separately or jointly: organization of (national or international congresses), (fairs), (seminars), (conferences), and (training services) carried out in the public or private sector. |
5. The most economically advantageous tender shall be determined solely on the basis of price.
6. The tender is open to all domestic and foreign bidders.
7. Those intending to submit a tender are required to access their EKAP account and download the tender documents.
8. Tenders shall be prepared via EKAP using the letter of tender, participation certificate, and other annexes, signed with an electronic signature, and submitted through EKAP by the tender date and time.
9. Bidders shall submit their offers as unit prices, calculated based on the total amount obtained by multiplying the quantity of each item of work by the unit price offered for that item. Following the tender, a unit price contract shall be signed with the successful bidder.
10. In this tender, bids shall be submitted for the entire scope of the work.
11. Bidders shall provide a bid bond at a value determined by themselves, not less than 3% of the offered price.
12. No electronic reverse auction shall be conducted in this tender.
13. The validity period of the submitted tenders is sixty (60) calendar days from the tender date.
14. Tenders shall not be submitted as a consortium.
