13-15 Ağustos 2025 tarihleri arasında Samsun ilinde düzenlenecek olan “BÖLGESEL DÜZEYDE İSTİŞARE TOPLANTISI” hizmet alımı 4734 sayılı Kamu İhale Kanununun 19 uncu maddesine göre Açık İhale Usulü ile ihale edilecek olup, teklifler sadece elektronik ortamda EKAP üzerinden alınacaktır. 4- İhaleye katılabilme şartları ve istenilen belgeler ile yeterlik değerlendirmesinde uygulanacak kriterler:
4.1. İsteklilerin ihaleye katılabilmeleri için aşağıda sayılan belgeler ve yeterlik kriterleri ile fiyat dışı unsurlara ilişkin bilgileri e-teklifleri kapsamında beyan etmeleri gerekmektedir.
4.1.2. Teklif vermeye yetkili olduğunu gösteren bilgiler;
4.1.2.1. Tüzel kişilerde; isteklilerin yönetimindeki görevliler ile ilgisine göre, ortaklar ve ortaklık oranlarına (halka arz edilen hisseler hariç)/üyelerine/kurucularına ilişkin bilgiler idarece EKAP’tan alınır.
4.1.3. Şekli ve içeriği İdari Şartnamede belirlenen teklif mektubu.
4.1.4. Şekli ve içeriği İdari Şartnamede belirlenen geçici teminat bilgileri.
4.1.5 İhale konusu alımın tamamı veya bir kısmı alt yüklenicilere yaptırılamaz.
4.1.6 Tüzel kişi tarafından iş deneyimini göstermek üzere sunulan belgenin, tüzel kişiliğin yarısından fazla hissesine sahip ortağına ait olması halinde, Türkiye Odalar ve Borsalar Birliği veya yeminli mali müşavir ya da serbest muhasebeci mali müşavir veya noter tarafından ilk ilan tarihinden sonra düzenlenen ve düzenlendiği tarihten geriye doğru son bir yıldır kesintisiz olarak bu şartın korunduğunu gösteren belgeye ilişkin bilgiler,
4.2. Ekonomik ve mali yeterliğe ilişkin belgeler ve bu belgelerin taşıması gereken kriterler:
İdare tarafından ekonomik ve mali yeterliğe ilişkin kriter belirtilmemiştir.
4.3. Mesleki ve teknik yeterliğe ilişkin belgeler ve bu belgelerin taşıması gereken kriterler:
4.3.1. İş deneyimini gösteren belgelere ilişkin bilgiler:
Son beş yıl içinde bedel içeren bir sözleşme kapsamında kabul işlemleri tamamlanan ve teklif edilen bedelin % 25 oranından az olmamak üzere, ihale konusu iş veya benzer işlere ilişkin iş deneyimini gösteren belgeler veya teknolojik ürün deneyim belgesi.
4.3.2. İsteklinin teklifi kapsamında sunması gerektiği İdari Şartnamenin 7nci maddesi dışındaki maddeleri ile teknik şartnamede belirtilen aşağıdaki belgeler:

4.4. Bu ihalede benzer iş olarak kabul edilecek işler:
4.4.1.
Kamu veya Özel sektörde yapılan (ulusal veya uluslararası kongre), (fuar), (seminer), (konferans), ve (eğitim hizmetleri organizasyonu) ayrı ayrı veya birlikte benzeri iş olarak kabul edilecektir
5- Ekonomik açıdan en avantajlı teklif sadece fiyat esasına göre belirlenecektir.
6- İhale yerli ve yabancı tüm isteklilere açıktır.
7- İhale dokümanı EKAP üzerinden bedelsiz olarak görülebilir. Ancak, ihaleye teklif verecek olanların, e-imza kullanarak EKAP üzerinden ihale dokümanını indirmeleri zorunludur.
8- Teklifler, EKAP üzerinden elektronik ortamda hazırlandıktan sonra, e-imza ile imzalanarak, teklife ilişkin e-anahtar ile birlikte ihale tarih ve saatine kadar EKAP üzerinden gönderilecektir.
9- İstekliler tekliflerini, her bir iş kaleminin miktarı ile bu iş kalemleri için teklif edilen birim fiyatların çarpımı sonucu bulunan toplam bedel üzerinden teklif birim fiyat şeklinde verilecektir. İhale sonucunda, üzerine ihale yapılan istekli ile birim fiyat sözleşme imzalanacaktır.
10- Bu ihalede, işin tamamı için teklif verilecektir.
11- İstekliler teklif ettikleri bedelin %3’ünden az olmamak üzere kendi belirleyecekleri tutarda geçici teminat vereceklerdir.
12- Bu ihalede elektronik eksiltme yapılmayacaktır.
13- Verilen tekliflerin geçerlilik süresi, ihale tarihinden itibaren 60 (Altmış) takvim günüdür.
14- Konsorsiyum olarak ihaleye teklif verilemez.

The procurement of services for the “REGIONAL CONSULTATION MEETING” to be held in Samsun between 13–15 August 2025 shall be tendered through Open Tender Procedure pursuant to Article 19 of the Public Procurement Law No. 4734, and bids shall be received exclusively via EKAP in an electronic environment. 4. Conditions for Participation in the Tender, Required Documents and the Criteria to be Applied in the Qualification Assessment:
4.1. In order to participate in the tender, bidders must declare, within the scope of their e-tenders, the documents and qualification criteria listed below, together with information regarding non-price elements.
4.1.2. Information demonstrating that the bidder is authorized to submit a bid;
4.1.2.1. In the case of legal entities, information regarding the officials in the management of the bidders, as well as their partners and the shareholding structure (excluding publicly offered shares), members or founders, shall be obtained by the contracting authority through EKAP.
4.1.3. The bid letter, the format and content of which are specified in the Administrative Specification.
4.1.4. The bid bond information, the format and content of which are specified in the Administrative Specification.
4.1.5. Subcontractors shall not be employed for the whole or any part of the contract subject to this procurement.
4.1.6. If the document submitted to demonstrate work experience by a legal entity belongs to a partner holding more than fifty percent of the shares of the legal entity, information regarding the document showing that this condition has been continuously maintained for at least one year backwards from the date of issuance, which must be issued by the Union of Chambers and Commodity Exchanges of Türkiye or a sworn-in certified public accountant or an independent accountant and financial advisor or a notary public, after the date of the first announcement.
4.2. Documents Regarding Economic and Financial Capability and the Required Criteria for These Documents: No criteria have been specified by the contracting authority regarding economic and financial capability.
4.3. Documents Regarding Professional and Technical Capability and the Required Criteria for These Documents:
4.3.1. Information on documents demonstrating work experience: Documents demonstrating work experience related to the contract subject or similar works, or a technological product experience certificate, for works which have been completed and accepted within the last five years under a contract with a value, provided that the value of the work performed is not less than 25% of the bid price.
4.3.2. The following documents, which must be submitted by the bidder within the scope of their bid, other than those specified in Article 7 of the Administrative Specification and as stated in the Technical Specification:

4.4. Works to be Considered as Similar Works in This Tender: 4.4.1. Organization of (national or international congresses), (fairs), (seminars), (conferences), and (training services) performed in the public or private sector shall be accepted as similar works, either individually or collectively.
5. The economically most advantageous tender shall be determined solely on the basis of price.
6. The tender is open to all domestic and foreign bidders.
7. The tender documents can be viewed free of charge via EKAP. However, bidders who wish to submit a bid are required to download the tender documents via EKAP using an electronic signature.
8. Bids shall be prepared electronically via EKAP, signed with an electronic signature, and submitted via EKAP together with the e-key related to the bid, no later than the date and time of the tender.
9. Bidders shall submit their bids in the form of unit price bids, based on the total amount found by multiplying the quantity of each item by the unit prices offered for these items. Following the tender, a unit price contract shall be signed with the successful bidder.
10. A bid shall be submitted for the entire scope of the work.
11. Bidders shall provide a bid bond in an amount determined by themselves, which shall not be less than 3% of the total bid price.
12. No electronic auction shall be held for this tender.
13. The validity period of the submitted bids shall be 60 (sixty) calendar days from the tender date.
14. Bids may not be submitted as a consortium.
15. Other Provisions: Coefficient for the Threshold Value (R) to be Applied in the Tender: Other Services / 0.80
Method for Evaluating Abnormally Low Bids: Bids submitted below the threshold value shall be rejected without any request for explanation.
