1. Position Overview
Innovation for Development (I4D) is seeking a highly organized and detail-oriented Procurement Officer to manage the sourcing and acquisition of goods, services, and consultancy support essential for the effective implementation of the “Bridging Futures” project across Adana and Hatay. The Procurement Officer is responsible for ensuring all purchasing activities are transparent, cost-efficient, and strictly compliant with I4D internal policies and donor financial procedures. This position contributes directly to the operational success of key activities like export-readiness training, B2B events, and digital capacity building.
2. Key Responsibilities
A. Procurement Management and Execution
- Manage the end-to-end procurement cycle for all field operational needs, including the preparation of Requests for Quotations (RFQs), bid analysis, vendor selection, and contract finalization.
- Procure logistical requirements as specified for field activities, including securing suitable venues, organizing transportation, sourcing technical equipment, materials, refreshments, and interpretation services.
- Ensure timely procurement of necessary resources for specific project activities, such as training events for MSMEs, B2B matchmaking events, the “Trade Forum – Host to Hub,” and specialized consultancy contracts (legal, financial, e-commerce trainers).
- Establish and maintain a database of reliable local vendors and service providers in Adana and Hatay.
- Work closely with the Field Coordinator to ensure timely delivery of all procured items and services to meet planned activity schedules.
B. Compliance, Financial Documentation, and Reporting
- Ensure all procurement and financial documentation follow I4D and donor procedures.
- Maintain accurate, complete, and auditable records of all procurement processes, including Purchase Requests, quotations, purchase orders, contracts, and payment documentation.
- Work with the Finance team to ensure adherence to cost-efficient resource planning and accurate budgeting for field events.
- Support financial reporting efforts by providing detailed documentation related to expenditures and commitments.
- Ensure ethical procurement practices consistent with I4D’s commitment to Integrity and high standards of accountability.
C. Asset and Inventory Management Support
- Support asset management, inventory tracking, and reconciliation of office and technical equipment used in the field office and during project events.
- Oversee the distribution and collection of materials procured for trainers, consultants, and project participants.
- Coordinate logistics for the setup and maintenance of communication systems and office supplies.
3. Required Qualifications
Education & Language
- Bachelor’s degree required in Procurement, Business Administration, Finance, or a related field.
- Professional fluency in Turkish and English is mandatory.
- Arabic proficiency is considered a strong asset.
Professional Experience & Competencies
- Minimum of 5 years of proven experience in procurement, supply chain management, or logistics within an NGO, development program, or commercial organization.
- Demonstrated knowledge of specific donor procurement procedures (e.g., WB, EU, or UN agencies) is highly desirable.
- Strong organizational and coordination skills are essential.
- Experience in managing procurement for training, events, or large logistical operations is preferred.
