Title: Support to Municipalities Senior Advisor (Senior Technical Advisor)
Period of Assignment: As soon as possible – 1 year with the possibility of extension
Location: Ankara
Project: Resilient Employment and Socio-Economic Development (RE-SEED) Project
A. Main Activities
- Provide technical and strategic support for the implementation of the Municipalities component, with a focus on municipal projects, childcare, and capacity development.
- Provide technical and strategic support for the implementation of the private sector development component.
- Support coordination and communication with commissioners, GIZ structure (HQ, CO, GIZ projects in TR, other project’s components) and other project partners.
- Contribute to the preparation of reports, technical inputs and documentation for internal and external stakeholders.
- Support quality assurance and coherence of activities in line with the Description of Action (DoA), the logframe and GIZ standards.

B. Required qualifications, competencies and experience
Education/Qualifications
- University degree (master’s level or equivalent will be considered an asset) in Social Sciences, Economics, Public Administration, Development Studies, International Relations or a related field.
Professional experience
- 15 years of relevant professional experience in development cooperation or comparable programmes is required.
- Strong analytical, conceptual, and writing skills is required.
- Experience in working with municipalities or public institutions is required.
- Experience in supporting Syrian refugees and host communities is desirable.
Other knowledge, additional competencies
- Native in Turkish and business fluency in English is a must.
- Arabic and German language skills will be considered as an asset.
- Strong team-working skills are required.
- Ability to work independently and in a structured manner
- Strong communication and coordination skills
- High resilience and frustration tolerance, particularly in challenging partner environments
- Ability to work effectively in a politically and operationally demanding context
