STL is undergoing an organizational restructuring to enhance accountability, efficiency, and risk management. As part of this transformation, we have introduced a dedicated Internal Control & Compliance function to strengthen governance and safeguard our operations.

Contract Duration The consultancy will involve limited work within specific periods, and a two-year framework agreement will be signed. Payment will be made for the consultancy services once the timeline and work plan are determined.

Main duties and responsibilities

 

Background

Support to Life (STL) is commited to enhancing its internal control system through a restructuring process aimed at strengthening organizational transparency and accountability. To strengthen STL operations and reputation, we are establishing a unit by getting consultancy for a well-structured system to not only enhance daily operations but also build long-term resilience. A strong internal control framework thus will help to safeguard resources and maintain credibility.

 

We are seeking an experienced consultant to analyze and map organizational workflows, identify risk points, and design internal control mechanisms that will ensure compliance, efficiency, and operational integrity across STL’s functions.

 

Scope of Work

The selected consultant will support STL’s Internal Control & Compliance Unit to improve the organization’s internal control and compliance systems. Assignments may include:

  • Developing and applying methods for workflow and process analysis of STL’s key functions, including programs, operations, finance, procurement, HR, and Logistics
  • Pinpointing areas of risk or inefficiency using the developed workflow maps
  • Identifying control gaps and proposing risk mitigation measures
  • Recommending and helping design internal control mechanisms, ensuring compliance with donor regulations and internal policies
  • Providing practical tools and frameworks for ongoing monitoring and adaptation of internal controls
  • Establishing a system for measuring efficiency and/or effectiveness of the control systems of the various functions within the organization
  • Developing a risk-based methodology that incorporates risks and control concerns or compliance issues within the regulations identified through the risk assessment process
  • Systematizing tools for risk-based internal audit techniques
  • Working closely with STL Internal Control & Compliance Unit Manager and relevant staff to strengthen their knowledge and capacity in internal controls.

 

Qualifications

 

  • Proven experience in conducting internal audits and risk based reviews of systems and processes, preferably in civil society and humanitarian organizations
  • Experience conducting process analysis and workflow design in non-profit organizations
  • Strong knowledge of donor compliance requirements (UNHCR, UNICEF, GIZ, ECHO, etc.)
  • Strong knowledge of understanding of national and international accounting and auditing standards and national regulations
  • Ability to think strategically and bring in good examples from international organizations
  • Experience in training and mentoring of organizational teams
  • Legal, compliance, controlling, or auditing background is an asset
  • Fluency in Turkish and English required

  • Proposals should be submitted signed and stamped, including the daily/8-hour rate + VAT and other applicable taxes, based on the specified service plan and the work items and processes outlined above.
  • The individual or company submitting the proposal must be able to issue a freelance receipt or invoice. Applications from candidates who do not provide a sample invoice, freelance receipt, or tax certificate in their name or their company’s name will not be considered.
  • Any additional needs or services required beyond the proposal or variable work items should also be shared and presented as an additional budget (e.g., transportation, accommodation, etc.).
  • The validity period of the proposals must cover the entire duration of the project. Proposals with a shorter validity period will not be considered.
  • During the selection process, if it is not possible to rank candidates, an interview request will be made with the candidate. If fewer than three applications are received, the publication and application period for this announcement will be extended by one week.

How do we evaluate applicants?

  • Applicants are evaluated based on their ability to meet the criteria specified in the announcement, using a scoring system.
  • Technical evaluation, including experience, references, and sample work, is scored out of 70 points, while pricing is scored out of 30 points. The total score out of 100 determines the ranking of the applicants.
  • The working team requesting the service may request interviews with the top three candidates in the ranking.
