Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Shafak invites potential suppliers to express their interest in working across all governorates in Syria. Pre-qualified suppliers will be invited to submit quotations upon request.

Interested companies will be required to present their technical and professional capabilities. Shafak will conduct a technical evaluation and any other necessary procedures to ensure that the selected suppliers are capable of delivering the required work in line with established standards and specifications.

Only suppliers who successfully pass the pre-qualification stage will be invited to submit quotations upon request. The most appropriate offer for each procurement will be selected based on either the lowest compliant price or, where relevant, on additional factors such as the nature of the project, the timeframe, or any additional criteria that will be clarified when requesting quotations. Contracts or purchase orders may include one or more projects, depending on project requirements and other relevant factors.

This prequalification process will result in an updated list of suppliers from which Shafak can request bids and contract directly. However, inclusion on the list does not guarantee suppliers’ participation in all future procurements.

Shafak also reserves the right to conduct quality checks on samples at each process or at any stage.

Shafak, Suriye’nin tüm illerinde çalışmaya ilgi duyan potansiyel tedarikçileri davet etmektedir. Ön yeterliliğe sahip tedarikçiler, talep üzerine teklif sunmaya davet edilecektir.

İlgilenen şirketlerin teknik ve mesleki yeteneklerini sunmaları gerekecektir. Shafak, seçilen tedarikçilerin belirlenen standartlar ve şartnamelere uygun olarak gerekli işi yapabilecek kapasitede olduklarından emin olmak için teknik bir değerlendirme ve diğer gerekli prosedürleri uygulayacaktır.

Sadece ön yeterlilik aşamasını başarıyla geçen tedarikçiler, talep üzerine teklif sunmaya davet edilecektir. Her tedarik için en uygun teklif, en düşük uygun fiyata veya, ilgili durumlarda, projenin niteliği, zaman çerçevesi veya teklif istendiğinde açıklığa kavuşturulacak ek kriterler gibi ek faktörlere göre seçilecektir. Sözleşmeler veya satın alma siparişleri, proje gereksinimlerine ve diğer ilgili faktörlere bağlı olarak bir veya daha fazla proje içerebilir.

Bu ön yeterlilik süreci, Şafak’ın teklif isteyebileceği ve doğrudan sözleşme imzalayabileceği tedarikçilerin güncellenmiş bir listesini oluşturacaktır. Ancak, listede yer almak, tedarikçilerin gelecekteki tüm alımlara katılımını garanti etmez.

Şafak ayrıca, her süreçte veya herhangi bir aşamada numuneler üzerinde kalite kontrolleri yapma hakkını saklı tutar.

By emailing the bid to the following e-mail: you shall email your offer to the email [email protected], and you shall send two separate emails, one for your technical offer and the other one for your financial offer, and you shall name the email with the type of offer (“Technical Offer” or “Financial Offer”), in the subject field, state the following:

b.      Name of Company

c.       Number of emails that are sent, e.g., 1 of 3, 2 of 3, 3 of 3.

You have to send the tender files to the email mentioned above after filling in the required info, signing, and stamping them.

You shall not use an external link to submit your offers, such as an online drive; all tender documents shall be attached to your emails.

2.2  Only the offers submitted through the above mentioned secure email will be accepted.

2.3  All the tender documents, BOQs, and technical specifications shall be signed and stamped. (sign and stamp each single page of tender),

2.4  Submitting any unclear or inconspicuous documents may lead to do not consider these documents or exclude them from any evaluation.

2.2 Yalnızca yukarıda belirtilen güvenli e-posta aracılığıyla gönderilen teklifler kabul edilecektir.
