Title: Communication Specialist, GIZ Country Office Türkiye
Period of Assignment: as soon as possible – 1 year with the possibility of extension

- Main Tasks and Responsibilities
- Strategic and Planning Support
- Contribute to the preparation and regular update of communication and visibility plans for each project in coordination with M&E teams and project management.
Support the harmonization of communication approaches across projects under the GIZ Türkiye portfolio. - Run a portfolio-wide editorial planning cycle (e.g., monthly planning meeting) to prioritise portfolio themes, allocate limited capacity, and set the publishing rhythm.
- Maintain a portfolio-wide narrative pack (core messages, wording bank, glossary, “red lines”) aligned with 2026 international cooperation positioning priorities.
- Define and maintain a LinkedIn-first channel strategy and editorial calendar (posting schedule, clearance steps, archiving).
- Contribute to the preparation and regular update of communication and visibility plans for each project in coordination with M&E teams and project management.
- Project Communication
- Coordinate the development of factsheets, flyers, stories, social media posts and newsletters in close cooperation with projects.
- Maintain and govern portfolio channels (LinkedIn-first) and web/repository presence; support project channels through standards, templates, and QA when prioritised.
- Support the organisation and communication of project events, workshops, and visits.
- Ensure compliance with GIZ, BMZ, EU and other donor visibility rules.
- Introduce innovative communication formats and digital tools.
- Apply formal quality assurance gates to all published outputs (plain-language editing, factual verification, accessibility/readability, terminology consistency, CI compliance, translation workflow, version control).
- Implement risk-aware communication procedures (data protection, consent/permissions handling, safeguarding/do-no-harm checks, escalation triggers and approvals).
- Coordinate publishing: schedule, approvals, posting, archiving (incl. final files + publication record/screenshot).
- Create “proof-led” portfolio communication products (monthly snapshot; quarterly proof update using aggregated, safe results data).
- Partner Coordination and Support
- Provide structured enabling support (templates, briefings, short clinics) rather than ongoing day-to-day troubleshooting.
- Support partner communication staff in understanding visibility guidelines and templates. Assist with content collection and partner success stories.
- Develop low-friction partner share packs (approved captions, visuals, key messages) to enable safe partner amplification where appropriate.
- Set partner coordination rules for co-branding, tagging, approvals, and timing (especially for LinkedIn and high-scrutiny topics).
- Vendor Coordination
- Develop ToRs and manage framework contracts for communication services (design, media production, translation).
- Liaise with designers, translators, and media agencies to ensure quality and timely delivery of materials.
- Oversee content creation, website maintenance, and social media campaigns executed by vendors.
- Use vendors strategically to protect internal capacity for coordination and QA (vendors cover production where feasible).
- Define vendor QA criteria and acceptance checks (CI compliance, permissions, accessibility, language quality, factual validation).
- Knowledge and Information Management
- Ensure project communication materials are archived and accessible via GIZ platforms (Teams, DMS).
- Support internal learning by documenting best practices and success stories.
- Establish and maintain a Country Office repository structure (templates, glossary, evidence bank, approvals/clearance log, final assets, archive).
- Maintain an “approved evidence bank” (proof points, verified facts, standard safeguard text blocks, source-of-truth links).
- Track and report simple KPIs monthly (on-time publishing rate, proof-point rate, template adoption, source-of-truth linking, corrections/takedowns log).
B. Required qualifications, competencies and experience
Education
- University degree in communications, media, public relations, or a related field.
Professional Experience
- Minimum 5 years of professional experience in institutional communication/PR, preferably in development cooperation or international organisations.
- Proven experience coordinating an editorial calendar and publishing workflow across multiple teams (content intake, editing/QA, approvals, scheduling, archiving).
- Experience with risk-aware communication, including data protection/consent handling and do-no-harm standards for visuals and stories.
- Experience with CMS, social media management, and basic design tools (e.g., Canva, Adobe suite).
- Strong LinkedIn content and analytics experience for organisational positioning (cadence, formats, stakeholder management).
Professional Competencies
- Excellent writing and editing skills in English and Turkish; knowledge of German is an asset.
- Demonstrated quality assurance capability (plain-language editing, factual checks, consistency of tone/terminology, accessibility/readability).
- Strong interpersonal skills, attention to details and the ability to manage priorities under time constraints.
