  1. İLBANK (Hereinafter called “Borrower”) has received financing from the European Investment Bank (EIB) toward the cost of the Urban Transport and Infrastructure Projects II. The Borrower has allocated part of that loan to Çorum Municipality for the “Construction of Çorum (Central) Wastewater Treatment Plant Project (Design and Build). Çorum Municipality is therefore accepted as sub-borrower of the loan. Sub-borrower intends to apply part of the proceeds toward payments under the contract for the “Construction of Çorum (Central) Wastewater Treatment Plant Project (Design and Build).
  2. The Çorum Municipality now invites sealed Proposals from the eligible Applicants for;

The new project is designed as Çorum (Central) Wastewater Treatment Plant investment to treat an average flow of approximately 75,000 m³/day. The project is initiated to strengthen the city’s environmental infrastructure and achieve full compliance with European Union (EU) standards.

The project aims to replace the existing inefficient wastewater treatment plant with a modern, efficient, reliable, cost-effective, and environmentally sustainable system.

  1. The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the EIB’s “Guide to procurement for projects financed by the EIB (5 July 2024)” (“Procurement Regulations”), and is open to all Proposers.

The implementation period will be 24 months (6 months for design and 18 months for construction) followed by 12 months Defects Notification Period with the first 2 months designated as the Trial Period.

  1. The Proposer must have successfully completed similar contracts as defined below. Previous experience must be proved by originals or notary-certified copies of provisional acceptance (Taking Over Certificate) or final acceptance (Performance) certificates.

4.1  Participation as contractor, management contractor, a joint venture member or subcontractor, in at least one (1) contract within the last ten (10) years (between 1st January 2016 and the proposal submission deadline), with a value of at least

Twenty million (20.000.000,00) Euro, or two (2) contracts with a total value of thirty million (30.000.000,00) Euro that have been successfully and substantially completed and that are similar to the proposed Works. For the above or other contracts executed during the period stipulated above, a minimum experience in the following key activities:
    2. Complete construction, installation, delivery of a WWTP having a capacity of at least 50.000,00 m³/day under one (1) single contract or a total of 75.000,00 m3/day under two (2) contracts.

4.2  The average of annual turnovers in construction works over the past five (5) financial years shall be a minimum of fifteen million (15.000.000,00) Euro or equivalent.

Annual turnovers shall be verified by the documents certified by Certified (Sworn-in) Public Accountant or Tax Authority.

4.3  The Proposer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet;

      1. the following cash-flow requirement of five million seven hundred and fifty thousand (5.750.000) Euro, and
      2. the overall cash flow requirements for this contract and its current commitments:

The audited financial statements (audited balance sheets and income tables or, if not required by the law of the proposer’s country, other financial statements acceptable to the Employer) as well as the report of certified public (sworn) accountant for the past 5 financial years shall be submitted and must demonstrate the soundness of the Proposer’s financial position, showing long-term profitability.

  1. The complete tender documents are available on EKAP (Electronic Public Procurement Platform) and the Administration website and can be reviewed by any interested party online (downloading of the tender documents is free).

 

  1. A single-stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFP Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes, with the proposal security residing within the envelope of Technical Proposal.

 

  1. The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before [21.09.2026-02:00 p.m]. Electronic Procurement will not be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below on [21.09.2026-02:30 p.m]. The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals.

All Proposals must be accompanied by a proposal security in the form of Bank Guarantee Letter at an amount not less than EUR 500.000,00  or its equivalent[2].  The proposal security must be placed within the envelope of technical proposal.

[1]  The office for inquiry and issuance of RFP Document and that for Proposal submission may or may not be the same.

[2]  For the conversion of the proposal security amount, the exchange rates to be applied shall be the foreign currency selling rates established for similar transactions and officially announced by the Central Bank of the Republic of Türkiye at 15:30 hours on the relevant date. The applicable exchange rate date shall be the last business day falling twenty-eight (28) days prior to the proposal opening date. The exchange rates of the Central Bank can be found at www.tcmb.gov.tr.”
