IT Equipment Supply

BACKGROUND

“Improving the Employment Prospects for the Syrian Refugees and Host Communities by Providing High-Quality VET and Apprenticeship in Türkiye Programme”, “İMEP/VET4JOB” (www.imep.org), is implemented by Expertise France (EF) and EDUSER since January 2020.

End beneficiaries of the Programme are the Ministry of National Education (MoNE) and Confederation of Turkish Tradesmen and Craftsmen (TESK). The contracting authority of the programme is the Delegation of European Union to Türkiye.

Within the scope of the second phase of the Programme (IMEP-II), IT equipment items are required to meet the needs of the Programme.

CONDITIONS OF PARTICIPATION

Application is open to all real and legal persons operating in Türkiye, authorized by the local law to provide such goods and services.

EQUIPMENTS TO BE PROVIDED

The tenderer is expected to provide EDUSER with the IT equipment requested in line with the Technical Specification (TR-V4JII-2026-N-04_TS) within 30 days of receiving the signed Purchase Order from EDUSER.

EDUSER will issue the Purchase Order within 15 days of signing the contract, the latest.

Information to Tenderer:

• This tender is launched as a single lot for the supply of IT equipment. Tenderers must submit an offer covering all items included in the Technical Specifications. Partial or optional offers will not be considered.
• The financial offer must be submitted in Turkish Lira (TRY), using the Financial Offer Form provided in the Tender Dossier. As the procurement is carried out under VET4JOB-II, an EU-funded Programme, the supply is exempt from VAT. The VAT Exemption Certificate will be provided by the Contracting Authority during the invoicing process following the signature of the contract.
• Transportation, delivery, installation and assembly costs, where applicable, must be included in the total offered price. No additional payment will be made for such costs.
• Tenderers must carefully review the Technical Specifications and Technical Offer Form and provide complete and verifiable technical information for each item offered. The offered equipment must meet at least the minimum technical requirements specified in the Tender Dossier.
• Offers shall remain valid for a minimum period of six (6) weeks from the deadline for submission of offers.
• The deadline for requests for clarification, deadline for submission of offers, delivery requirements and other important information are provided in the Tender Dossier and on the tender timetable below. Tenderers are advised to review all tender documents carefully before submitting their offers.

“Türkiye’de Yüksek Kaliteli Mesleki ve Teknik Eğitim ile Çıraklık Eğitimi Sağlanarak Suriyeli Mültecilerin ve Ev Sahibi Toplulukların İstihdam Olanaklarının İyileştirilmesi Programı”, “İMEP/VET4JOB” kısaca (www.imep.org) Ocak 2020’den bu yana Expertise France (EF) ve EDUSER tarafından yürütülmektedir.

Programın nihai yararlanıcıları Milli Eğitim Bakanlığı (MEB) ve Türkiye Esnaf ve Sanatkarları Konfederasyonu’dur (TESK). Programın sözleşme makamı Avrupa Birliği Türkiye Delegasyonu’dur.

Programın ikinci fazı İMEP-II kapsamında, Program ihtiyaçları doğrultusunda kullanılmak üzere BT ekipmanlarına ihtiyaç duyulmaktadır.

KATILIM KOŞULLARI

Başvuru, Türkiye’de faaliyet gösteren ve yerel mevzuat uyarınca söz konusu mal ve hizmetleri sağlamaya yetkili tüm gerçek ve tüzel kişilere açıktır.

SAĞLANACAK EKİPMANLAR

İsteklinin, EDUSER tarafından imzalı Sipariş Emrini teslim almasından itibaren 30 gün içerisinde Teknik Şartname (TR-V4JII-2026-N-04_TS) uyarınca talep edilen ekipmanları EDUSER’e teslim etmesi beklenmektedir.

EDUSER, Sipariş Emrini sözleşmenin imzalanmasını takip eden en geç 15 gün içerisinde düzenleyecektir.

İsteklilere Bilgilendirme:

• Bu ihale, BT ekipmanlarının tedariki için tek lot olarak düzenlenmiştir. İstekliler, Teknik Şartnamede yer alan tüm kalemleri kapsayan bir teklif sunmalıdır. Kısmi veya opsiyonel teklifler değerlendirmeye alınmayacaktır.
• Mali teklif, İhale Dosyasında yer alan Mali Teklif Formu kullanılarak Türk Lirası (TRY) cinsinden sunulmalıdır. Satın alma, AB tarafından finanse edilen İMEP-II Programı kapsamında gerçekleştirildiğinden KDV’den muaftır. KDV İstisna Belgesi, sözleşmenin imzalanmasının ardından faturalandırma sürecinde Sözleşme Makamı tarafından sağlanacaktır.
• Nakliye, teslimat, kurulum ve montaj giderleri teklif edilen toplam fiyata dâhil edilmelidir. Bu giderler için herhangi bir ilave ödeme yapılmayacaktır.
• İstekliler, Teknik Şartnameyi ve Teknik Teklif Formunu dikkatle incelemeli ve teklif edilen her bir kalem için eksiksiz ve doğrulanabilir teknik bilgiler sunmalıdır. Teklif edilen ekipmanlar, İhale Dosyasında belirtilen asgari teknik gereklilikleri karşılamalıdır.
• Teklifler, son teklif verme tarihinden itibaren en az altı (6) hafta süreyle geçerli olacaktır.
• Açıklama talebinde bulunmak için son tarih, tekliflerin sunulması için son tarih, teslimat koşulları ve diğer önemli bilgiler İhale Dosyasında belirtilmiştir. İsteklilerin, tekliflerini sunmadan önce tüm ihale dokümanlarını dikkatle incelemeleri tavsiye edilmektedir.
