Shafak was officially established in 2013, while it is founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality, and humanity with a focus on sustainability and autonomy.

Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and in the long run to contribute to recovering and rebuilding the society on freedom, justice and equality basis.

تأسست شفق رسميا في عام 2013، في حين تأسست في الأشهر الأولى من الأزمة السورية في عام 2011. في جوهرها، هي منظمة غير حكومية على مستوى القاعدة التي تم تشكيلها من قبل السوريين للسوريين، بهدف تلبية احتياجات حياتهم مع الكرامة والمساواة والإنسانية مع التركيز على الاستدامة والاستقلالية

إن شفق هي منظمة غير حكومية غير متحيزة ومستقلة وغير ربحية موجودة لغرض واضح يتمثل في توفير الخدمات الإنسانية للناس الضعفاء بغض النظر عن الانتماءات السياسية أو الدينية وعلى المدى الطويل للمساهمة في استعادة وإعادة بناء المجتمع على أساس الحرية والعدالة والمساواة

Shafak is looking for qualified suppliers for Providing  Medicines for PHC in Tramla and Fatterah ,Idlib city.

Shafak reserves the right to split the contract between two or more suppliers.

Submission / التقديم:

Each bidder must apply as following:

By emailing the bid to the following e-mail: you shall email your offer to the email [email protected] and you shall send two separate emails, one for your technical offer (This includes the entire file and its attachments (Annex A and C)) and the other one for your financial offer (Includes Annex B, completed, signed, and stamped), and you shall name the email with the type of offer (“Technical Offer” or “Financial Offer”), in the subject field, state the following:

1. “26-653-T-0921 Purchase of Medicines for PHC in Tramla and Fatterah”.
2. Name of Company
3. Type of the offer (“Technical Offer” or “Financial Offer”)
4. Number of emails that are sent, e.g., 1 of 3, 2 of 3, 3 of 3.

You must send the tender files to the email mentioned above after filling in the required info, signing, and stamping them.

You should not use an external link to submit your offers, such as an online drive; all tender documents shall be attached to your emails.

Documents submitted via an external link (online drive) will not be considered in evaluation.

-Only the offers submitted through the above mentioned secure email will be accepted.

-All the tender documents, BOQs, and technical specifications shall be signed and stamped. (Sign and stamp each single page of tender),

-Submitting any unclear or inconspicuous documents may lead to do not consider these documents or exclude them from any evaluation.

-Any bids that contain any miscalculations, the unit price will be considered, any other significant calculation error for example but not limited; submitting the offer in currency other than the USD, or there is ambiguity will the procurement committee may decide to disqualify the bid from the tender.

يجب على كل مقدم العرض تقديم عرضه كالتالي

إرسال العطاء بالبريد الإلكتروني إلى البريد الإلكتروني التالي: يجب إرسال عرضك بالبريد الإلكتروني إلى البريد الايميل التالي [email protected] ، كما يجب عليك إرسال رسالتين منفصلتين عبر البريد الإلكتروني، واحدة لعرضك الفني (يتضمن جميع هذا الملف  وملحقاته (ملحق أ و ج) مملوءة وموقعة ومختومة( والأخرى لعرضك المالي (يتضمن الملحق ب مملوء وموقع ومختوم)، ويجب عليك تسمية البريد الإلكتروني بنوع العرض (“العرض الفني” أو “العرض المالي”)، في حقل الموضوع الخاص بالبريد الإلكتروني يجب ذكر ما يلي

• أ‌. “#26-653-T-0921 توريد أدوية للمراكز الصحية الاولية في ترملا وفطيرة في إدلب”
• ب‌. اسم الشركة
• ت‌. نوع العرض (“عرض فني” أو “عرض مالي”)
• ث‌. تسمية الإيميلات المرسلة على سبيل المثال: 1 من 3، 2 من 3،     3 من 3…..

-يجب عليك إرسال ملفات العطاء إلى البريد الإلكتروني المذكور أعلاه بعد ملء المعلومات المطلوبة والتوقيع عليها وختمها

-لا يجوز لك استخدام رابط خارجي لإرسال عروضك، مثل محرك أقراص عبر الإنترنت (سحابة الكترونية) ؛ يجب إرفاق جميع وثائق المناقصة برسائل البريد الإلكتروني الخاصة بك

-الوثائق التي سوف يتم تقديمها عبر رابط خارجي (سحابة الكترونية) لن يتم اعتبارها بالتقييم

-فقط العروض المقدمة إلى البريد الالكتروني المذكور سوف يتم قبولها

-يجب أن تكون جميع وثائق المناقصة وجداول الكميات والمواصفات الفنية موقعة ومختومة. (كل صفحة من أوراق المناقصة توقيع مع ختم الشركة)

-إن تقديم وثائق غير واضحة أو جلية قد يؤدي إلى عدم النظر إلى هذه المستندات أو استبعادها من أي تقييم

-أي عرض يحتوي على أي أخطاء حسابية، سيتم النظر في سعر الوحدة، وأي خطأ حسابي جسيم آخر على سبيل المثال لا الحصر؛ تقديم العرض بعملة أخرى غير الدولار الأمريكي، أو إذا كان هناك غموض بالسعر، فقد تقرر لجنة المشتريات استبعاد العرض من المناقصة
