Vocational Qualification Certification Service Procurement

BACKGROUND

“Improving the Employment Prospects for the Syrian Refugees and Host Communities by Providing High-Quality VET and Apprenticeship in Türkiye Programme”, “İMEP/VET4JOB” for short (www.imep.org) is implemented by Expertise France (EF) and EDUSER since January 2020.

End beneficiaries of the Programme are the Ministry of National Education (MoNE) and Confederation of Turkish Tradesmen and Craftsmen (TESK). The contracting authority of the programme is the Delegation of European Union to Türkiye.

CONDITIONS OF PARTICIPATION

Application is open to all legal persons accredited by the Turkish Accreditation Agency (TURKAK) under the EN ISO/IEC 17024 Personnel Certification Standard as the Authorized Certification Bodies (YBK) and approved by the MYK for compliance with MYK legislation and the national qualifications system.

SUPPLIES TO BE PROVIDED

Tenderers (YBK’s) are expected to provide vocational qualification examination and certification services to a total of 574 participants in 17 occupational fields, grouped into 9 lots in 9 Programme provinces out of 12. While grouping the vocations, lots were composed on a sectoral basis by taking into account occupational fields and the number of authorized YBKs in those fields. Tenderers may submit bids for one lot or several lots covering the occupational fields for which they are authorized.

• The number of participants is an estimate and is subject to fluctuation; the parties will agree on the number of candidates when each examination is scheduled. As the service is provided under an EU-funded programme, invoicing will be issued in Turkish Lira and exempt from VAT, on the basis of the VAT Exemption Certificate to be provided during invoicing process following signature of contract.

“Türkiye’de Yüksek Kaliteli Mesleki ve Teknik Eğitim ile Çıraklık Eğitimi Sağlanarak Suriyeli Mültecilerin ve Ev Sahibi Toplulukların İstihdam Olanaklarının İyileştirilmesi Programı”, “İMEP/VET4JOB” kısaca (www.imep.org) Ocak 2020’den bu yana Expertise France (EF) ve EDUSER tarafından yürütülmektedir.

Programın nihai yararlanıcıları Milli Eğitim Bakanlığı (MEB) ve Türkiye Esnaf ve Sanatkarları Konfederasyonu’dur (TESK). Programın sözleşme makamı Avrupa Birliği Türkiye Delegasyonu’dur.

KATILIM KOŞULLARI

Başvuru, Yetkilendirilmiş Belgelendirme Kuruluşu (YBK) olarak EN ISO/IEC 17024 Personel Belgelendirme Standardı kapsamında Türk Akreditasyon Kurumu (TÜRKAK) tarafından akredite edilmiş ve ilgili mevzuat ile ulusal yeterlilik sistemine uygunluk açısından MYK tarafından onaylanmış tüm tüzel katılımcılara açıktır.

SAĞLANACAK HİZMETLER

İsteklilerin (YBK’ların), toplam 574 katılımcıya, 17 meslek alanında, 9 lota ayrılmış şekilde, 12 ilde yürütülen Program illerinden 9’unda mesleki yeterlilik sınav ve belgelendirme hizmeti sağlaması beklenmektedir. Mesleklerin lotlara ayrılması, mesleki alanlar ve bu alanlardaki yetkili YBK sayısı dikkate alınarak sektörel bazda yapılmıştır. İstekliler, yetkili oldukları meslek alanlarını kapsayan tek bir lot veya birden fazla lot için teklif sunabilir.

Hizmet, Avrupa Birliği tarafından finanse edilen bir program kapsamında sunulduğundan, faturalandırma Türk Lirası cinsinden ve sözleşmenin imzalanmasının ardından faturalama sürecinde sağlanacak KDV İstisna Belgesi esas alınarak KDV’den muaf olarak düzenlenecektir.
• Bilgilendirme oturumunun zaman çizelgesi ve önemli son tarihler bu belgede ve İsteklilere Talimatlar (ITT) belgesinde bulunabilir.
