ILBANK (“the Beneficiary”) has received a grant from the French Development Agency (Agence Française de Développement – “AFD”), for the purpose of financing the costs of the “Municipal Services Project I” (the content of which is further described in the Appendix 1 below). ILBANK intends to apply part of the proceeds for the recruitment of individual consultant services (“the Services”) for Communication and Visibility (C&V) Consultant position (AFD-IND07). One consultant will be hired on a full-time basis.

The C&V Consultant will join ILBANK’s Project Management Unit, within its Department of International Relations at its headquarters in Ankara, to participate in the daily tasks and activities associated with the management of the Project’s implementation, in close collaboration with ILBANK’s Regional Directorates and involved Water and Wastewater Administrations (SKIs) and Municipalities. The Services are expected to start in August 2024. The estimated duration of the Project is approximately 2 years. One-year renewable contract with a 2 (two) months’ probation period will be signed with the Social Consultant.

ILBANK invites eligible applicants to indicate their interests for the Services mentioned above.  For C&V Consultant position, at least 3 applicants will be shortlisted. Those applicants will then receive a Request for Proposal including a detailed Terms of Reference.

Interested applicants shall submit their Curriculum Vitae (CV) in English in the format given in the Appendix II below, before 09.05.2024, 17.00 (local hour). In their CV, interested applicants must provide information evidencing that they are qualified and experienced to perform the expected Services; only recent and similar services shall be considered when ranking the applications. Determination of the similarity of the experiences will be based on: (i) the nature of the services performed; (ii) the technical area of expertise; (iii) the application of international donors’ procedures; (iv) the location and, when applicable, (v) the sector.

Furthermore, the applicants are expected to fulfill all shortlisting criteria detailed below:

  • At least bachelor’s degree in Communications, Media Relations, Journalism, International Relations, International Development or any other related field,
  • At least seven (7) years of relevant experience in marketing and/or PR at the national or international level; in electronic and print media, production of brochure, success stories, flyer, video and other advocacy and communication materials, and/or communication activities such as; preparation of communication action plans, organization of visibility campaigns, organization of international events,
  • Excellence in bilingual reporting and proofreading; excellent linguistic, grammatical & editorial skills,
  • Experienced with preparation of communication strategies and actions plans,
  • Experience in the organization of visibility campaigns; sound background on organizational strategy and social media,
  • Advocacy and networking; liaison and engagement with community, partners, media etc.,
  • Solid background in promoting and understanding of cross-cutting impacts especially the environment, climate and gender,
  • Having worked within projects financed by international financial and development organizations such as; World Bank/IFC, the European Union, AFD, the United Nations, EBRD, JICA, KfW, etc.,
  • Experienced with and knowledge about communication and visibility guidelines of the European Union would be considered as an asset,
  • Having worked within the Municipal Infrastructure Sector would be considered a plus,
  • Proficiency in key computer applications (Word, Excel, PowerPoint),
  • Fluency in written and oral English and Turkish.
